pressure rating on this swivel -- is 6,000 psi the max or is there some derating I need to worry about under normal running conditions?

6,000 psi is the rated maximum dynamic pressure for this fitting, so that figure applies during active system operation, not just static conditions. As long as your system stays at or below that threshold under load, you're within spec. No derating factor is published for this part.

If the dynamic pressure maxes out at 6000 psi, would it be alright to use on equipment that usually runs around 5500?

got a 1/4-18 male NPTF port on one side and need a 3/8-18 female swivel on the other. is that what this fitting is?

It is a straight steel swivel adapter with a 1/4-18 male NPTF thread on one end and a 3/8-18 female NPSM swivel thread on the other, built to SAE J476 (NPTF) and SAE J514 (swivel) thread specs.
