socket head on this bolt, does that mean I can get to it with a hex key even if there ain't much clearance around the mounting area?

That's the point of a socket head cap bolt. The recessed drive sits flush or below the surface, so you can run an Allen wrench or hex key straight down into tight spots where a standard hex head would never fit. On hydraulic valve assemblies and power units especially, clearance around fasteners is usually pretty limited, so this style of drive makes a real difference when you're wrenching in a confined space.
