The full clamp is 316 stainless steel, not just the fasteners. That grade of stainless holds up well in wet, corrosive, or chemically active environments, which is likely why it was specified here. For a 1-1/2 inch tube application where rust or contamination is a concern, having the whole assembly in 316SS rather than a plated or mixed-material clamp makes a real difference over time.
