what kind of lines is this fitting actually meant for, lube or air or both?

Low pressure shop air lines are the main use case, but it holds up just as well on low pressure lube and oil lines. The brass construction makes it a solid choice for either. Just keep in mind this one is built for low pressure service, not high pressure hydraulic runs.

trying to replace an old aeroquip end, is 10008B-108 the one that goes from -8 hose to 1/2 nptf male

Fit-wise, 10008B-108 is a Weatherhead 100 B Series field attachable fitting with a -8 hose dash size on the hose end and a 1/2 inch male NPTF pipe thread on the other end.
