pressure range on this thing goes up to 10,000 PSI -- that's what I'm seeing anyway. but does it come already set from the factory or do I have to dial it in myself when it arrives?

Factory pre-set is how it ships, so you won't be starting from scratch. That said, it's fully adjustable anywhere between 300 and 10,000 PSI, so if your system runs at a different operating point you can tune it to where you need it. Once you land on a setting, it holds within 3% across repeated cycles, which keeps things consistent without a lot of babysitting.

need a relief valve for a 10,000 psi setup. what pressure range can this one actually be adjusted to

For setting pressure, it adjusts from 300 to 10,000 PSI and it will hold that setting within about 3 percent over repeated cycles.
