torque on this thing is listed at 103 newton meters, that gonna hold up running a aerial lift platform at low speeds without bogging down?

At low speeds, that 103 newton meter rating is actually where this motor shines. The Geroler design with the same speed disc valve is built to produce higher torque right in that low-RPM range, which is exactly what aerial work platforms need when you're trying to hold position or move a load carefully. Bogging down at low speed is a common headache with cheaper units, but the whole point of this design is to keep torque output strong even when flow is reduced. At 38 liters per minute max flow, you've got enough capacity to run the platform functions without pushing the motor past its limits.
