Does this sleeve work with 3/4 inch OD tubing, or is that measurement referring to something else on the fitting?

The 3/4 inch figure is the tube OD, so yes, this sleeve is built to mate with 3/4 inch outside diameter tubing. It follows SAE J514 specs, which is the standard JIC fitting spec, so as long as your tubing matches that OD and you're running a JIC system, you're in the right place.
