does this sleeve work with half inch OD tubing or is it sized different than what the name suggests

Half-inch OD tubing is exactly what it's built for. The Thread B1 size is listed as Tube OD 1/2, so if you're running 1/2 inch OD tube and need a JIC sleeve to go with it, this is the right part. It conforms to SAE J514, which is the standard spec for JIC fittings, so it'll play well with other compliant components in that size range.
