got a 25VMQ-016 vane pump that needs rebuilding, does this kit come with the seals already or do I have to source those separate?

BUNA seals are included in the kit. The package contents cover what you need for a cartridge-level rebuild on the 25VMQ-016, so you're not chasing down seal kits on top of this order.

Will this kit work to fix up any old Vickers VMQ pump?

This C Kit 25VMQ-016 is specifically made as a spare part cartridge kit for Vickers by Danfoss / Eaton VMQ Series vane pumps, so as long as your pump is one of those, it should do the trick.
