Packed inside is the C Kit cover end assembly specific to the 25VMQ-032 configuration. It's a cartridge-style spare part built for the Vickers VMQ Series vane pump, so yeah, the whole point of it is to get a worn or damaged pump back to running right without pulling the whole unit.
