what exactly is the EN9 kit covering on a size 16 cartridge valve, is it just the cap or the whole top end?

It's a spare part cover for size 16 cartridge valves in the Vickers line, now under Danfoss Power Solutions. So it's the cover component specifically, not a full rebuild kit or seal set. If you're replacing a cracked or missing cover on one of those valves, this is the part you'd be going after.
