flow rate on this valve is listed at 40 LPM, that enough for a machine tool setup running moderate cycle times?

For most machine tool applications running moderate duty, 40 liters per minute is a solid working capacity. That range covers a wide variety of tooling circuits without pushing the valve near its limits, which tends to keep wear down over time. If your system is pulling close to that ceiling consistently, you'd want to factor in heat and pressure conditions, but for general machine tool use it fits well within the expected range.
