flow rate on this one is listed at 100 liters per minute -- is that the max it'll handle or just a rated operating point?

100 liters per minute is the rated flow capacity for this valve. Running right at the ceiling of a component's flow rating isn't usually recommended for long-term use, so if your system regularly pushes close to that number, you'd want to account for some headroom in your circuit design. For applications that stay comfortably below that threshold, the valve should manage pressure regulation without issue.
