flow rate on this unit says 700 liters per minute -- is that enough to run it on a large press setup or turbine control system?

For press and turbine control applications, 700 liters per minute is a substantial capacity. That puts it well within range for heavy industrial use, including steam and water turbine systems as well as large press use. It's one of the listed applications this valve was built around, so you're not pushing it into territory it wasn't meant for.
