flow rate on this valve is listed at 40 liters per minute -- is that enough for press and machine tool applications or does it fall short for heavier duty setups?

For most machine tool and press applications, 40 liters per minute is a solid working flow rate. It sits in a practical range for those types of equipment and lines up with what the valve is specifically rated to handle. As long as your system demand doesn't push past that ceiling, you should be in good shape running it in either of those environments.
