flow rate on this one is listed at 454 liters per minute, is that enough to handle a pretty heavy-duty industrial circuit without the valve struggling to keep up?

For most heavy industrial hydraulic circuits, 454 liters per minute is a substantial capacity. That kind of flow rating puts this valve well above what a lot of standard pressure control applications actually push through on a regular basis, so headroom is there. It's built to limit pressure to a desired maximum in circuits needing either relief or regulation, so as long as your system's peak flow stays within that figure, the valve should manage it without being worked beyond its range.
