runs 700 liters a minute through this thing -- is that the max flow or is there some headroom above that?

700 litres per minute is the rated maximum for this valve. Running right at the ceiling of a flow rating for extended periods isn't ideal practice on any directional control valve, so building in some margin below that ceiling is worth doing when you're sizing your circuit.
