flow rate on this unit -- is 700 liters per minute the actual rated capacity or just a max ceiling you shouldn't push it to?

Seven hundred liters per minute is the rated flow capacity for the DG5V-8. That figure represents what the valve is built to handle, not an absolute ceiling you have to stay well below. Running consistently at or near that level is within the design intent for this size and series.
