Been looking at this valve for a press application we got running pretty hard most days. Does that 20 liter per minute flow rate hold up across all three performance levels, or is that just the top-tier spec?

That 20 liters per minute is the rated flow for this valve across its range. The three performance levels, ultra, high, and standard, are about control precision and response characteristics, not different flow ceilings. So whichever level fits your press setup, you're working with the same 20 LPM capacity.
