flow rate on this valve, is 115 litres per minute the max, or is that a continuous rating?

115 litres per minute is the rated maximum flow for this valve. That figure represents the ceiling for what it's built to handle in a hydraulic circuit, not a sustained operational target. Running it right at the limit continuously isn't recommended practice for any directional control valve, but for most industrial machine tool or press applications, you'll typically be operating well within that range.
