flow rate on this thing is listed at 115 liters per minute -- is that enough to run a machine tool setup without starving the circuit?

Machine tool circuits vary a lot depending on cylinder bore sizes and cycle speeds, but that flow rate puts this valve well within range for typical machining center hydraulics. It handles both three-way and four-way directional control, so you've got flexibility in how you configure the circuit. As long as your pump output and line sizing are matched to that flow rate, you shouldn't run into starvation issues on a standard machine tool setup.
