flow rate on this valve is listed at 60 liters per minute -- is that enough to handle a standard machine tool hydraulic circuit without running into pressure drop issues?

For most machine tool circuits, 60 liters per minute is right in the working range. The DGMX2-3 was built with that kind of application in mind, so you're not pushing it outside its intended use. As long as your system demand stays within that flow capacity, you shouldn't be fighting pressure drop problems in a standard industrial setup.
