flow rate on this valve is listed at 454 litres per minute -- is that enough for most industrial hydraulic setups or is it on the lower end?

For a good chunk of industrial hydraulic applications, 454 litres per minute is a solid capacity. Heavy-duty systems running large actuators or multiple circuits simultaneously might push past that threshold, but for single-circuit pressure relief and regulation work, that flow rate holds up well in most shop and plant environments.
