Is this valve moisture resistant or will I need some kind of housing for it?

flow rate on this one is listed at 454 liters per minute -- that enough for most standard pressure relief setups or is that on the higher end?

For a pressure control valve, 454 liters per minute puts it well above what most mid-range hydraulic circuits demand. If you're running a high-volume system where pressure spikes need to be managed without restricting flow, that capacity gives you solid headroom. Lighter-duty or smaller circuits would have no trouble staying within that range either.
