flow rate on this thing is listed at 40 liters per minute -- is that enough for most machine tool setups or is it on the low end?

For a good chunk of machine tool applications, 40 liters per minute sits right in a workable range. It's not a high-volume valve, so if you're running a circuit that needs heavy continuous flow, you'd want to verify your system demand lines up with that figure. For typical directional control work on machine tools, presses, or similar equipment, it handles the job well.
