flow rate on this one listed as 80 litres per minute -- is that the max the valve can handle or just a rated operating point?

80 litres per minute is the rated maximum for this valve. Running right at the ceiling of a rated spec for extended periods puts more wear on the internals than most folks want, so most applications stay comfortably below that ceiling to keep things running smooth over the long haul. If your circuit is regularly hitting close to 80 LPM, it's worth factoring that into your system design rather than treating it as headroom.
