flow rate on this valve is listed at 227 litres per minute -- is that enough for most industrial hydraulic setups or is that on the lower end?

For a good chunk of industrial hydraulic circuits, 227 litres per minute is plenty of capacity. Pressure relief and regulating valves at this flow range are common across manufacturing lines, mobile equipment, and general industrial machinery. Whether it fits your specific system comes down to what your circuit is actually pushing through at peak demand, but this is not a low-end rating by any stretch.
