runs up to 114 LPM or is that just the rated ceiling before performance drops off?

The rated flow for this valve is 114 litres per minute, but the series itself is built to handle up to 160 L/min, which works out to about 42 USgpm. So there's headroom above the rated flow figure if your system demands push toward the upper end of that range.
