what's the flow rate on this check valve, and is 76 liters a minute enough for a refuse hauler setup?

Keep in mind the valve is rated up to 227 L/min at peak, so the 76 L/min figure sits well within a comfortable operating range. You're not pushing it anywhere near its limits in a typical refuse circuit.
