Running a refuse hauler and need a solenoid valve that stays open when the coil ain't powered. this one do that?

Yeah, that's exactly how it works. The SV3-10-OP is a normally open valve, so flow passes through freely in the de-energized state. You only interrupt flow when the solenoid gets power. That kind of setup is real common in mobile equipment where you want the circuit to default to a safe, flowing condition if power drops out for any reason.
