Running a 24V system on a refuse hauler and need to swap out a solenoid valve. This SBV11-12V-C-0-24DGH, is it normally closed when the coil ain't energized?

Correct, the valve sits in the closed position by default and only opens when the coil gets power. That normally closed configuration is standard for this model, so when voltage drops or the coil de-energizes for any reason, flow stops. For a refuse hauler setup that's often exactly what you want for safety and control purposes.
