flow rate on this one says 23 liters per minute but the specs also mention 350 L/min, which number actually applies to this valve?

The 350 L/min figure reflects the maximum system capacity the valve is rated to handle within the PFR5-10 series. The 23 liters per minute is the specific regulated flow rate this particular unit is set to deliver. So when you drop it into your system, expect 23 L/min of controlled output, not 350. That higher number is more of a ceiling for the series overall, not what this valve is dialed in to pass through.
