Running a refuse hauler and need a normally closed solenoid valve rated for 5000 psi. This one fit that bill?

That's what this valve is built for. It's normally closed, bi-directional, 2-way 2-position, and rated to 350 bar which works out to 5000 psi. Refuse haulers are actually listed as one of the intended applications, so you're in the right place. This Vickers valve should do the trick for your refuse truck. It's used in those applications all the time, plus harvesters and other heavy equipment.
