Flow rate on this thing is listed at 60 litres per minute, but the max capacity says 350 L/min. Which number actually matters for sizing it to my system?

Both numbers matter, just for different reasons. The 350 L/min is the valve's maximum rated capacity, meaning the system it's installed in can handle flow up to that level without overstressing the valve. The 60 litres per minute is the regulated output flow this particular unit is set to deliver. So if your circuit needs a controlled 60 L/min to a specific function, that's what you're working with on the output side. The higher number tells you about the valve's structural limits, not its set delivery rate.
