flow rate on this one says 60 liters per minute but I also see 350 L/min listed, which number actually applies to what I'm doing?

Both numbers refer to different things on this valve. The 60 liters per minute is the regulated output flow this valve is set to control. The 350 L/min figure is the maximum flow capacity the valve body itself can handle passing through it. So if your system is moving high volumes but you only need 60 L/min going to a specific function, this valve handles that split just fine without being a bottleneck on the inlet side.
