Reckon this flow regulator would do alright on a refuse truck?

Application-wise, yes, it's suited for refuse haulers. This Vickers flow control valve is also designed for mobile and industrial applications, including harvesters.

flow regulator rated at 60 liters a minute, that's the standard output on this thing right? just want to make sure before i order

Sixty liters per minute is the standard flow rate on this unit, yes. The valve itself is pressure-compensated and adjustable, so it maintains that flow balance even as system pressure shifts. Max ratings go up to 350 L/min and 350 bar if your system ever demands more headroom, but 60 L/min is what you're getting as the baseline out of the box.
