runs up to 5000 psi, is that what this valve's actually rated for, or is that just the system max it can handle?

Rated for both, really. The PRV12-10-S-0-15/8 handles up to 350 bar, which works out to 5000 psi, and flow capacity tops out at 300 liters per minute (80 US gpm). Those are the valve's own ratings, not just system limits it's expected to tolerate.
