running a 12v setup on a refuse hauler and need a normally open 2-way valve that can handle real working pressure, this SV15-8 hold up to that kind of duty?

It's rated for pressures up to 350 bar (5,000 psi) across the SV15 series, and the normally open, 2-position configuration means it defaults to flow when the solenoid isn't energized. For a 12-volt DC circuit, it's a direct fit. Flow capacity on this unit is 37 litres per minute, so as long as your system demand falls within that, you're in good shape.
