what's the max flow this valve'll handle, and is 60 liters a minute the set rate or something you can dial in?

The 60 liters per minute is the rated flow for this specific model. The valve itself is adjustable, so you can regulate flow to suit your system, but 60 L/min is what this unit is built around. On the pressure side, the series is rated up to 350 bar, which works out to 5000 psi, so there's plenty of headroom for most demanding applications.
