flow rate on this one says 23 liters per minute -- that the regulated output or just what it's rated to pass through at max?

The 23 liters per minute is the regulated flow rate, meaning that's what the valve is set to deliver in a controlled, consistent manner. The 350 liters per minute figure is the maximum flow capacity the valve can handle passing through it. Those are two separate numbers serving two different purposes. The regulated output is what your system actually sees on the working side.
