flow rate on this one is listed at 60 liters per minute but the max capacity says 350 L/min -- how does that work exactly?

The 60 liter per minute figure is the regulated output this valve is set to control through its adjustable pressure-compensated flow regulation. The 350 L/min is the maximum capacity of the valve body itself, meaning the internal components can handle that volume passing through the system without damage. You're regulating down to 60 L/min for precise control, but the valve won't be a bottleneck if your system moves more volume overall.
