Would this valve be a suitable replacement on my harvester, seeing as how that's listed as an application?

It's designed to work in harvesters, so as long as your system matches the pressure (350 bar/5000 psi) and flow rate (38 liters/minute) specs, it should be a good fit.

This valve rated for 5000 psi, what kind of flow can it actually handle at that pressure?

At full rated pressure of 350 bar (5000 psi), the valve is built to manage up to 300 liters per minute, which works out to about 80 US gallons per minute. The 38 liters per minute figure you may also see referenced is a separate flow rating tied to a specific operating condition within the PRV2-10 series. So for high-demand circuits running near max pressure, you've got solid capacity to work with.
