flow rate on this one's listed at 23 L/min -- is that a fixed output or can it be adjusted out in the field?

Fixed output, no field adjustment needed or possible on this one. The FR5-10-F-0-5.80 is a fixed pressure compensated regulator, meaning the 23 litre per minute flow rate is set at the factory and stays consistent regardless of how load or supply pressure shifts during operation. That's actually the point of this style of valve. You get stable, predictable flow without anybody having to touch it during a work cycle. Good fit for applications where consistent flow matters more than flexibility.
