flow rate on this thing says 7.6 liters per minute but also mentions up to 160 L/min rated -- which number actually matters for sizing it to my system?

Both numbers are real, they just describe different things. The 7.6 liters per minute is the valve's own internal flow rate, which relates to the control signal circuit. The 160 L/min (42 USgpm) rated flow is the main working capacity, meaning that's how much flow the valve can handle through the primary circuit. When you're sizing this for your system, the 160 L/min figure is the one you'd match against your pump output and circuit demands.
