flow rate on this one says 60 L/min but the max system flow is listed at 350 L/min -- how does that work exactly?

The 60 litres per minute is the regulated output this valve is set to deliver. The 350 L/min rating refers to how much total system flow the valve can handle passing through it without damage. So if your circuit is moving more volume than 60 L/min overall, the valve can still function in that system without being overwhelmed. It just controls its own output to that 60 L/min rate regardless of what the rest of the circuit is doing.
