Does this valve default to closed when there's no power running to it, or do I need to set that up somehow?

Closed is the default state right out of the box. When the solenoid is de-energised, the valve stays shut, so your circuit is naturally in a safe, no-flow condition without any additional configuration on your end. That normally closed setup is built into the design of this SV15-8V-C-0-00.
