flow rate on this one says 38 litres per minute but the max listed is 350 L/min -- which number actually matters for how it's gonna perform day to day?

Those two numbers serve different purposes. The 38 litres per minute is the working flow rate, meaning that's what the valve is set to regulate under normal operating conditions. The 350 L/min figure is the maximum the valve is physically capable of handling before you'd be pushing it past its design limits. For everyday performance, 38 L/min is the number that tells you what you're actually getting out of it in a pressure-compensated flow control setup.
