flow rate on this one says 114 liters per minute but the specs also mention 350 L/min, which number actually applies to how much flow it controls?

Both numbers are real, they just refer to different things. The 350 L/min at 5000 psi is the maximum system capacity the valve is rated to handle without failing. The 114 liters per minute is the controlled flow rate, meaning that's the volume it actually meters through under normal working conditions. So if you're sizing this for a circuit, 114 L/min is your working number. The higher rating is about structural limits, not operating output.
