reckon this pressure control valve could handle bein' used on a refuse hauler?

It is indeed suitable for use in refuse haulers, as well as harvesters and other mobile or industrial applications.

runs about 15 liters a minute through this valve or can it handle more than that?

For this particular model, 15 litres per minute is the rated flow rate at the port level. The valve itself is built on a platform that supports up to 300 L/min (80 USgpm) across the PRV1-10 series, but the 3/8" port configuration on this unit puts you at that 15 L/min operating figure. If your system is running right at that number, you're in good shape.
