Will this work okay on a refuse truck that runs pretty much all day long?

valve's rated to 5000 psi but what's the actual flow rate on this one, the 23 L/min or the 227?

Two different numbers, two different things. The 227 L/min (60 USgpm) is the maximum rated flow capacity the valve is built to handle. The 23 liters per minute figure is the standard operating flow rate for this unit. So depending on your system demand, you've got solid headroom between where it runs and where its limits are.
